XPATIC/Dubai and the UAE

Marketing to expats in Dubai and the UAE

The UAE inverts almost everything that is true of the Mediterranean expat markets. Working-age rather than retired, high income, and a population that turns over faster than anywhere else we work.

A market defined by turnover

Most expat markets reward patience. People arrive, settle, and choose providers slowly over years. The UAE does not work like that. A large share of the Western expat population is on a defined contract, and the population churns continuously as people arrive and leave.

That turnover is the single most important fact about advertising here. It means a constant supply of people who have no provider yet, no local recommendation to fall back on and a compressed window in which to sort things out.

It also means the audience is permanently in transition. Arriving, setting up, moving, or preparing to leave. Each of those states carries its own urgent list of things to buy.

Why financial and legal services do disproportionately well

Someone earning well in a different tax jurisdiction from the one they are a citizen of, holding a pension in one country and assets in another, on a contract that may end, has a genuinely complicated financial life. Most have not fully dealt with it.

That is the single richest source of demand in the UAE. Cross-border tax, pensions, wills covering assets in multiple jurisdictions, insurance written for a non-resident, currency moving between two economies. All high value, all bought under uncertainty, all much easier in your own language.

It is also the most regulated space to advertise in, both by the platforms and locally. Financial promotions face real restrictions, creative gets rejected for claims that would pass in other sectors, and compliance is not something to work out after launch. We run these campaigns in the UK legal and financial sectors as well, which is where that discipline comes from.

Which businesses this works for here

The UAE rewards services that solve a problem created by being an expatriate, rather than services that merely happen to be sold to one.

How a UAE campaign gets built

  • Nationality, not just languageEnglish is a working language across the whole UAE population. On its own it filters almost nobody, which makes home-country behavioural signals do most of the work here.
  • Built around life stageArriving, settled, or leaving. Each is a different audience with a different urgent list, and each is reachable.
  • Compliance before creativeFinancial and legal promotions face genuine restrictions. We build for that upfront rather than discovering it in a rejection.
  • Qualifying before contact detailsEspecially important where lead values are high and time-wasting is expensive.
  • Checked and delivered fastNumbers and emails checked as the lead comes in, repeat enquiries flagged and never charged twice, delivered in seconds while intent is still live.

Questions businesses in the UAE ask

Everyone here speaks English. Does language targeting still work?

Language alone does almost nothing in the UAE, which is where most attempts at this come unstuck. English is the working language for a huge and very diverse population. The separation has to come from home-country behavioural signals, and that is a different and more careful build than it is in Spain or Portugal.

Can you advertise financial services here?

Yes, with care. Financial promotions face restrictions both from the platforms and locally, and creative that would pass in other sectors gets rejected. We run regulated-vertical campaigns in the UK as well, so the compliance discipline is the same one we already work to.

Is the high turnover a problem?

It is the main opportunity. Constant churn means a renewing supply of people with no existing provider and a short window in which they sort everything out. That is a much better position than trying to take a client off an incumbent.

Do you cover Abu Dhabi as well as Dubai?

Yes. They are different populations with different profiles, so campaigns are usually built separately rather than treated as one emirate-wide audience.

What does it cost?

Either pay per lead or management plus media spend. Lead values here tend to be higher than in the Mediterranean markets, which often makes pay per lead work well, but it depends on what a client is worth to you.
